WSU relies on the interstates to be clear for people to get to work and school, where as UD, though a non-commuter school, relies on the city of Dayton to clear the roads, which it hardly ever does before noon. Oh yeah and the fact is that usually when WSU the base is virtually closed as well.
But those are all just after thoughts to the fact that usually UD is the last school to close due to snow.
